Water source threatened?

Homeowner buries cement, plywood, wood palettes and iron etc. in the ground on the property just feet away from a stream; a source of fresh water for the lake.

Why did the contractor & homeowner not bring the aforementioned to the dump?

A question comes to mind: What else is buried?
