Lettre: Proteger la Grande Plage de Canard Blanc

RE: L'ile Canard Blanc dans le Municipalité de Lac-Simon

The beach on the southern end of L'ile Canard Blanc is indeed magnificent. With stunningly white, powder soft sands, the beach is the jewel of Municipalité de Lac-Simon. For generations, people have gathered throughout the summer by the hundreds to relax, reflect, and contemplate. For generations, people have played football or frisbee on the hot sand and in the cool fresh water.

As a teenager, I can remember fondly spending long afternoons with friends.

Although the beach today is private with many of those same friends having built homes, it is still the tranquil water, sandy beaches, and quiet forest that brings these people back every weekend.

And yet a developer is thinking of pouring a cement ramp for his motorized vehicles in the middle of this beach, adjacent to lot 31. Criminal we proclaim.

1) Just five weeks ago Transport Canada issued an "ordre de détention":
Un ordre de détention a été émis aux deux bâtiments. Les propriétaires n'ont pas le droit d'utiliser leur bâtiment tant qu'ils ne seront pas conforme aux règlements de Transports Canada et qu'un avis d'inspection leur aura été remis.

Ils sont passibles d'une poursuite judiciaire si ils utilisent leurs bâtiments avant d'avoir obtenu les documents.

2) Prior to the "ordre de détention", the developer has had to use the hydraulics of a yellow backhoe to pull trucks up the beach. Otherwise these trucks would get stuck in the deep pristine sand. But at what cost to the environment? Everybody knows that hydraulics leak oil onto the sand!

Moreover, what makes the 84 islander homeowners mad is that their homes on the island were built more in tune with nature; without the heavy vehicles and the road!

3) And yet here is maire Serge Thivierge written response to the following question: Comment se fait-il qu’il n’y a pas eu de consultation publique par rapport au projet sur l’Ile du Canard Blanc?
Le projet est un projet privé dans lequel la municipalité ne peut s'immiscer. Les lots acquis ont des droit acquis pour lesquelles nous ne pouvons entreprendre aucune action...

Clearly, does not the new civil code (1994), indicate that if the droit acquis are not used within a 10 year period it ceases to exist? If true, how can the maire and developer claim plans from 1923?

Remember, on August 1, 2007, Environment Minister Line Beauchamp said, during a press conference on blue algues, when answering a reporter's question:
when it comes to the environment, there are no droit aquis.

4) Moreover, the island is zoned 2v, non-commercial. And yet the developer is operating bulldozers, dump trucks, front end loaders, and a hydraulic shovel for the construction for all 60 prospective homes. Is this not a commercial operation? Moreover, the developer is charging homeowners to use his road, again contravening the law.

5) Finally Maire Serge Thivierge answer to the aforementioned question (3) continued with
...Par ailleurs nous venons d'obtenir du gouvernement la remise de tout les lots vacants sur l'île qui possède encore un caractère publique. Cela réduira l'impact de la construction riveraine.

Clearly the Quebec government and the Municipalité de Lac-Simon could stop the balance of the development on the southern third of the island and turn the entire interior of the island and any unsold lots along the water, into a nature reserve.

Clearly, I along with the Amies de L'ile Canard Blanc, call for:
  1. No cement ramps on the beach,
  2. No roads in the forest,
  3. No marina on the island,
  4. No commercial enterprises anywhere on the island, and
  5. A nature reserve on the island.

L'ile Canard Blanc must be protected for future generations. We have a duty to protect.
