Cement structures must be banned!

Cement retaining walls must be banned.
This cement structure must be demolished.
DEMOLISHED NOW!
"Mr. Homeowner, Tear Down That Cement Quai"

????Questions????
Who gave permission for this environmental catastrophe of a cement structure to be build?
Did the municipalité de Lac-Simon or the province de Quebec give the permits? If it dates from the 1970's and it has "droits aquis", the property owner should nonetheless be forced to remove the cement walls.

Remember, on August 1, 2007, Environment Minister Line Beauchamp said, during a press conference on blue algues, when answering a reporter's question,
when it comes to the environment, there are no droit aquis.

This "cement quay" was built in the 1940's to accomodate visitors to the Strausburg Hotel, which was located on Ile du Canard Blanc, and thus is an intricate part of the history of Lac Simon and surrounding areas. Please ensure that nothing is done to destroy the integrity of the history of the island by dismantling historic ruins and buildings. One must not let fanaticism destroy history.
